Meeting minutes:
The first meeting of the 1998 Nowland Homeowners Association Board of
Directors was held on April 16th at 7:00 p.m. in the Canton Library meeting
room. In attendance were Karen Linnen, Rob Garzaniti, Laura McGhee,
John Slominski, Dan Sugg, Terry Krieg, Mike Riley, Deb Schoenborn and
Jim Mettlach. Soraya Nowland was absent.
The following items were discussed:
Committees
Four Committees were created to address specific issues within our
subdivision. A brief overview of each committee's purpose, including a list of
committee members, is attached. Please keep the list for future
reference.
Subdivision Garage Sale
A sub-wide garage sale will be held Thursday, May 7th through Saturday,
May 9th from 10:00 a.m. until 5:00 p.m. (each day). A notice will be placed in
the Observer & Eccentric newspaper and signs will be posted at each
entrance. A separate flyer will go out to all homeowners.
Common Area Landscaping
The sprinkler system will be turned on May 9th. The Board granted the
Landscaping Committee permission to proceed with mulch and fertilization
of the common areas. The Landscaping Committee hopes to meet next
week. The committee will contact True Green for a quote on fertilizing the
common areas. After considering several bids, it was decided to hire "Bills
Outdoor Care" to cut and edge the common areas on a "per-cut" basis that
will be paid monthly. A suggestion was made to plant some type of shrubry
or trees between the Palmer Road pond area and the adjacent home in an
attempt to make the pond less visible from the homeowner's property.
Kennedy Industries will be contacted to see if they have any concerns with
the planting of trees or shrubs near the pumps.
Pump Maintenance
Surge protectors have been installed. A Spring inspection was done on the
pumps and they passed. Each Board member will be given a key to the
pumps. A key will also be given to Dwight Jackson, Mark Wiitanen and
Dave Pawczuk. Everyone with a key will be shown how to reset the pump.
Kennedy Industries will be asked to provide a diagram of the reset area with
instructions as a reference. If the pump cannot be reset, John Slominski or
Dan Sugg should be contacted immediately.
Dues
A third notice will be sent to the one homeowner who has not yet paid their
Association Dues for 1998.
Street Signs
The township has denied our request for street signs ("Slow", "Children at
Play", "Stop") within our subdivision. The township is reluctant to put signs in
residential areas because they feel the signs give false security to children
who will assume all cars will obey the signs. The township has informed us
that any signs put up by residents will be taken down and they will not pay
for any damage caused by doing so.
Street Parking / Safety
Street parking is allowed for up to 48-hours. If cars parked on the street are
moved within 48-hours, they are within the limits of the township ordinance.
Please remember no parking is allowed on the fire lane side of the street or
around the islands. Please drive slowly and use caution, especially during
the summer months when children are outside playing.
Entrance Lighting
Spot lights for both Nowland Drive entrance markers are being investigated.
Spot lights would be in addition to the current lighting.
Stone Markers
Soraya will clean the stone markers by the end of May. A suggestion was
made to paint the indented wording on the markers to make them more
visible - similar to the painted addresses on our garages.
Subdivision Directory
A decision was made to update our Subdivision Directory so our new
neighbors (and family additions) can be included. A form will be distributed
to all homeowners shortly.
Bylaw Review
An attorney has offered to review the subdivision Bylaws. It was suggested
that the Bylaws be amended to include violation fines. Other proposed
amendments will be addressed at the June Board meeting.
Future Meetings
The Board will meet at 7:00 p.m. on the first Thursday of every month
beginning June 4th. The location of future meetings is still being
investigated.

Landscaping Committee
This committee will address landscaping, beautification and general clean-
up of the common areas. Your suggestions and/or concerns should be
relayed to one of the Co-Chairpersons.

Architectural / Covenant and Restriction Review Committee
This committee will review planned homeowner improvements in an effort to
maintain consistency throughout our subdivision. They will also verify that
all improvements comply with the Covenants and Restrictions and send
notices to those homeowners who are in violation. All planned
improvements should be submitted to one of the Co-Chairpersons for
approval.

Physical Plant Committee
This committee will monitor the status of the pumps and solicit bids for
landscaping, snow removal and sprinkler maintenance. Pump problems
should be reported immediately to a Co-Chairperson, who will contact
Kennedy Industries if necessary. Pond problems should be relayed to the
Township.
