1998 Association Annual Meeting Newsletter

Meeting minutes:

The second annual meeting of the Nowland Homeowners Association was held on March 30th at 7:30pm at the Canton Library meeting room. All board members were present.

Karen Linnen began the meeting welcoming all the homeowners and introducing the Board of Directors.

State of the Community

Karen reviewed the accomplishments for the past year. Among the items were:

  • 1997 Dues collection
  • Monthly newsletter to keep the homeowners informed
  • Purchased Directors insurance
  • Compilation of a subdivision homeowners directory
  • June 1997 clean-up day
  • Wood signs
  • Valentine Court detention pond/drainage review by Canton Township
  • Westland post office notification for Nowland Court mailbox placement
  • Attempted to withhold the township bond to be paid to Sherr development
  • Sprinkler system turn-on, fixing, winterizing
  • Obtaining snowplowing bids, selecting a contractor
  • Obtaining grass cutting bids, selecting a contractor
  • Nowland Court lighting fixed
  • Management company review
  • Detention pump maintenance
  • Approval of the 1998 budget

Karen reported that all homeowners, except one, have paid their 1998 dues. She then stated the outlook for 1998, focusing on planned landscaping improvements, and soliciting for volunteers for selected homeowner committees (see below).

Budget Review
Laura presented a review of 1997 expenses explaining a few of the anomalies such as the payments for water and snow removal. She also explained the reserve, which is being budgeted for a detention pump emergency.

She then reviewed the 1998 budget, and anticipated savings on snowplowing/salting to be used for landscaping.

She then took questions relating to the budget concerning salting, the sprinklers, landscaping, surge suppressors for the pumps and the reserve.

Committees
Randy presented the Board of Directors request to form more organized committees to carry out subdivision business. The committees would be staffed by both board and non-board members and Randy encouraged all homeowners to try and participate.

Soraya presented for volunteers for the Landscaping Committee. She outlined how the subdivision actually received more landscaping than the original plan called for. The committee will plan, get quotes, and respond to feedback.

Soraya pointed out that some common trees are dead or dying. She asked that she be notified as they may still be under warranty and may be replaced free of charge to the association. She also stated that she will attempt to remove the iron stains from the stone signs when the weather gets warmer.

Soraya also brought to our attention a tree planting program sponsored by Canton where residents can purchase trees for half price. Even though the deadline has passed for 1998, she suggested any planned tree plantings in the common areas be delayed until next year to take advantage of this program.

Randy presented for volunteers for the Covenant and Restriction Review Committee. The committee will be responsible for reviewing the covenants and enforcing the document by mailing letters of violations to homeowners. Randy summarized a few of the restrictions and reminded everyone that as part of the purchase of their home, they signed this legal document. It was noted that there may be amendments to the covenants that will require a homeowner vote.

Rob presented for volunteers for the Architectural Review Committee. The committee's charter is to review planned homeowner improvements to help maintain a consistent look throughout the neighborhood. The guidelines for the committees decision are interpreted from the Covenants and Restrictions.

John presented for volunteers for the Physical Plant Committee. The committee hopes to have members who are close to the detention ponds to help monitor the status of the pumps and provide timely feedback to the association's contact to Kennedy Industries. John reported that we have contracted with Kennedy to maintain and service our pumps. This committee will also solicit bids for landscaping and snow removal, sprinkler maintenance, and investigate the costs and feasibility of additional lighting at the subdivision entrances and islands and how it relates to the landscaping plan and budget.

Dan responded to a question regarding the sprinkler problems on Sheldon Road summarizing the events leading up to the turn on of that system.

Election of Board Members
The number of homeowners represented was 37 out of 86, therefore the meeting did not constitute a valid 51% voting quorum for the election of Board members. Attached you will find a proxy ballot listing the homeowners who would like to serve on the Board of Directors. So that we have an official election, please sign and return to Rob Garzaniti at 43758 Nowland Dr.

The first meeting of the 1998 Board will be Thursday April 16 at 7:00pm in the library meeting room.

Open Session
Randy introduced the open session by stating all home warranty questions be addressed to Sherr Development, and all detention pond design questions be addressed to Canton Township.

Among the items discussed:

  • Landscaping and general clean-up of the common areas either by homeowners or hired landscaper
  • The Barker Drain on Palmer was widened due to the building of additional subdivisions. We are hoping this will help our ponds to drain more quickly.
  • The Mott Drain on Sheldon was cleaned by the Township. The drain was blocked which caused the Sheldon detention pond to not empty after a mid-March rain.
  • The locks on the three pumps will be replaced. Keys will be given to volunteers on the Physical Plant committee and to Kennedy Industries.
  • Laura will inquire with the county regarding "Children at Play" signs for the subdivision.
  • There will be a Road Rally coordinated by Theresa and Dave Pawczuk. If you are interested, please phone at 394-0307
  • A garage sale will be held in May on a weekend to be determined at the April Board meeting.

Reminders discussed:

  • The board would like to ask, if possible, that you park your car in the driveway instead of the street during the summer months. It will be easier for motorist to see children at play.
  • Street parking is not allowed on the fire lane side of the street.
  • Street parking is not allowed around the islands.
  • There is a township ordinance not allowing parking across a sidewalk.
  • The county speed limit for subdivisions is 25mph. Please go more slowly if possible during the summer months.
  • Dogs must be walked on a leash or contained on your property with an invisible fence. Dogs are not permitted to roam free. If you walk your dog, you must pick up after them per a township ordinance.

The meeting was adjourned at 8:50pm.

The Board would like to thank all the homeowners who attended the meeting and those who volunteered for committees. Those volunteers can expect to be contacted by the committee leaders during the later part of April.
