Meeting minutes:

A meeting of the Board of Directors for the Nowland Homeowners Association was held on August 6th at 7:00pm. In attendance were Karen Linnen, Laura McGhee, Soraya Nowland, Rob Garzaniti, John Sloininski, Dan Sugg, and Randy Pelky.

The following items were discussed:

Sprinklers
Dan reported that the sprinkler system damage is not yet fixed due to the inability to get Master Sprinkler to come out on a maintenance call during the busy installation months. There is a tentative schedule with Master Sprinkler to have the damage repaired by the end of August.

The Palmer system has damage to 7 rotor heads and 2 mist heads. The Sheldon system water meter box issue is resolved as the township decided the box location is acceptable. When the meter was installed and the system turned on it did not work properly. It was determined that there is a broken line feeding most of tile system.

Subdivision Directory
John reported that more than half the homeowners have responded. The directory will be compiled over the next few months.

Dues
Dan reported there is still one homeowner who has not paid their dues. Lien placement proceedings will be initiated if the situation is not resolved in August.

Stone Markers
Soraya reported that she tried to clean the stained stone markers but it did not work. She will contact a stone cutter for an opinion on if the stains are coming from within the markers or from runoff from the surrounding stones, and can be done about it.

Detention Pond Pump Problems
The storm on the morning of July 27. with all the lightening. caused an electrical surge that damaged the Palmer pump’s control board. Kennedy Industries was called to assess the problem and set the pump to be turned on manually, until a rebuilt control board was installed around August 5th. Dan will follow up with Kennedy Industries as the invoice stated a new control board, not rebuilt, was installed. The cost for labor and parts was $700.

Dan and Karen represented the subdivision while the damage was being assessed. It was asked what could be done to prevent this in the future. Kennedy Industries can install surge suppressers on each of the 3 pump control boards for $110 per pump. A motion was made, seconded, and passed unanimously to have this done as soon as possible.

Subdivision Landscaping
Karen has contacted three commercial landscapers for quotes on new mulch for the berms, and for landscaping rocks for the bottom of the detention ponds. It has not been decided if all three ponds need rocks.

Soraya has a copy of the subdivision landscaping plan. She also found out that when the city does its final inspection of the subdivision, they also review the landscaping plan and what was actually planted. If there are trees and/or shrubs missing, the city will retain the bond payment it is holding for Sherr Development until the landscaping is completed.

Detention Pond Drainage
Canton Township. at the request of Karen, has appointed an engineer, Wade Trim, to study the subdivision drainage system. and in particular the Valentine Court flooding.

If any homeowner has any concerns regarding the drainage system, you are encouraged to call Sue Folsam at the township Engineering Services department at 397-5407.

Dan called the township regarding having the Barker Drain dredged and cleaned. Soraya will also call. The drain is on the south side of Palmer Road and serves as the outlet for the Palmer detention pond. The township was to put in a work order with Wayne County to have the drain cleaned. The county should also have a work order to dredge the Mott Drain on Sheldon Road. There is no time estimate as to when the county will perform the work.

Directors Insurance
Karen reported the best quote for Directors Liability Insurance was through Frankenmuth Insurance, the same company the subdivision gets its General Liability Insurance from. The cost is $395 per year. A motion was made to purchase the insurance, seconded, and unanimously approved by the board.

Deed for the Commons Areas
It was noted that the deeds for the commons areas are still in Sherr Development's name pending final inspection of the entire development by Canton Township.

Dan reported that his Dad has completed the subdivision signs.

Declaration of Covenants and Restrictions Violations
Karen will draft a letter to send to homeowners who arc in violation of the Covenants and Restrictions. Board members will walk the subdivision and note violators, and letters will be sent in mid to late August.

Declaration of Covenants and Restrictions Amendments
Karen will begin to draft amendments to the Covenants and Restrictions regarding:

1. Allowing 18" satellite dishes, not visible from the street, after the review of the Architectural Review committee.

2. Allowing basketball poles with the stipulation that they must be maintained in good condition.

3. Reiterate that central air conditioning units must placed in the rear of the yard, and those that were inadvertently, placed on the side of the yard be hidden with landscaping.

Budget
A budget will be available for the September general meeting (see below).

Nowland on the Court Mailboxes
Karen contacted the post office to get a mailbox placement plan for Nowland on the Court. A plan will be mailed to her within two weeks and then will be distributed to residents on the Court.

Contested Payments
A review of past water bills will be done by Laura to determine if bills paid when Stuart Sherr was in control of the association included late fees. The board will pursue reimbursement from Sherr Development if this is found to be true.

Soraya will meet with Stuart Sherr in person to review a questionable bill regarding sewer cleaning done in December 1996.

Snow, Plowing
Dan will begin calling for bids.

General Meeting
A subdivision general meeting is scheduled for Sunday, September 14th at 3:00 PM at the Canton Library Meeting room. The primary purpose of this meeting is to review the results of the township study on the subdivision drainage system. A meeting reminder, with an agenda, will be mailed when finalized.
