Meeting minutes:
A meeting of the Board of Directors for the Nowland Homeowners
Association was held on June 12th at 7:30pm. In attendance were
Karen Linnen, Laura McGhee, Soraya Nowland, Rob Garzaniti, John
Sloininski, Dan Sugg. Randy Pelky was absent.
The following items were discussed:
Sprinklers
Dan met with Master Sprinkler to turn on the sprinkler systems. The
Palmer system has damage to 7 rotors and 2 mist heads. The estimated
cost to fix is $290. Dan will get a 2nd estimate. The Palmer
sprinkler system has been function (minus the damaged heads) since
June 14th.
The Sheldon system is to be turned on pending a resolution from the
township regarding the pink box that houses the water meter. Although
the township had permitted the box to be place in front of Lot A., the
now wish to move or bury it. This will be done at the township's
expense.
Subdivision Directory
John reported that less than half the homeowners sent back the
subdivision directory attachment from last month's newsletter. It
will be included again this month.
Summertime Reminders
Karen received a few calls regarding the many cars that are being
parked in the streets. The board would like to ask, if possible,
that you park your car in the driveway during the summer months.
The thought is for safety reasons as it would be easier for a motorist
to see the children (and not have them run out from behind a parked
car).
Mowing
Based on feedback from a number of residents, John has instructed
Bill's Outdoor Care to mow all entrances, berms, islands and detention
pond weekly.
Dues
Dan will draft another letter to the one remaining homeowner who has not
paid their association dues in full.
Stone Markers
Soraya will try to clean the stains on the stone marker on Palmer.
If successful, she will try to clean the other markers.
Landscaping
Soraya has not received a landscape drawing fro Sherr Development.
She will try to get a copy from Rick French, one of the engineers
of the subdivision. She will review the plan against what was done
and tell Sherr Development what we expect to be done and/or replaced.
There was some discussion regarding having landscape rocks placed
at the bottom of the detention ponds. A decision will be made
at the next board meeting.
Subdivision Cleanup
The cleanup was held on Saturday June 7th and was considered a success.
Karen was able to get a dumpster from the township, and by lunchtime
it was filled with debris that had been collected from the common areas
in the subdivision. Many homeowners participated in weeding, planting
flowers and shrubs, and fertilizing (weed and feed) the commons areas.
An attempt was made to weed and feed the retention pond behind the 3
homes on Palmer and behind the west side of Nowland Court. The
board was told that the maintenance of this land was the Association's
responsibility. However, one of the homeowners claimed that they are
maintaining the area. They are in contact with Stuart Sherr regarding
insufficient landscaping and told us that we should not be trespassing
on their property. It was decided for the time being to let the
homeowner continue to maintain the property until we are notified
otherwise.
A reminder to all homeowners:
That retention pond area is an easement owned by the 3 Palmer Road
homeowners, and is not for public use.
Directors Insurance
Karen reported the lowest quote for Homeowners Directors and Officers
liability insurance has been $395.00 per year. She will try to get
a few more quotes.
Management Group Presentation
It was decided to wait until the Fall as to whether to ask a
homeowners association management group to make a presentation to the
board.
Signs
Dan will ask his father if he could make 3 signs for subdivision
garage sales, meetings, special events, etc. Dan's father would
donate his time and be reimbursed for the cost of the materials.
Declaration of Covenants and Restrictions
There was some discussion regarding adding amendments for keeping
metal swing sets in good condition, mailbox materials, basketball poles,
and allowing 18" satellite dishes. It will be decided at the next
meeting whether amendments will be drafted. If any homeowner
has any input they would like brought up at the next board meeting
regarding amendments, you can contact any
board member.
Soraya will call Stuart Sherr regarding the baskeball pole issue. Some
board members remember seeing or hearing that stationary poles are
not allowed.
There was a mistake made in last month's newsletter in paraphrasing the
Article VI, Section 9 regarding animals. It should have pointed
out that landscaping is required in front of any pens or
dog runs so that they are less visible from the street.
Soraya will draft a Covenant violation letter to be reviewed next
meeting. It is the intent of the Board to being issuing letters
of violation later this summer.
Budget
Laura will prepare a budget for 1997 based on past spending. Soraya
will call Stuart Sherr to contest 2 bills paid in 1996 with
Association funds. One is for sewer cleaning, and the other is a
water bill that is out of line with other water bills.
The meeting was adjourned at 9:30 PM.
